Hello Bill, Thanks for posting here. Based on your description, it seems that you cannot create a new folder in Outlook for Mac 2016. As Cortig said, please sign in Gmail web version to check if you can create a new folder in your mailbox. If you can create a new folder in your mailbox, but cannot in Outlook for Mac, please try to create in web version and then sync to Outlook for Mac as a workaround.
For confirm if it is a normal behavior, for Outlook for Mac 2016, we have dedicated support channel, please simply click the Contact Support under Help menu in outlook client. For more details, you can click.
@Cortig, thanks for your sharing. Regards, Rudy.

I suspect it's due to the fact that Gmail deals in a weird way with IMAP folders and its labels. In the Outlook Help actually you can see: ' Labels in Gmail appears as folders in Outlook.
If you create or rename a label in Gmail, it can take up to 24 hours for the corresponding folder to appear in Outlook.' I suspect there is no easy way for Outlook to create a Label (aka folder for Gmail) through IMAP. Corentin — MVPs do.not. work for MS Les MVP ne.travaillent pas. pour MS.
